If you see the cut stem of the first picture, the height of the specimen is quite ok. When the new shoots/branches would mature, the proportion of the trunk height and branches would appear to be quite acceptable.
However, the main cause of concern is the health of the tree...... as it seems the leaves are infested with 'scales' which is very bad as the scales would eat up all the sap of the leaves.
As it is now spring season, my suggestion would be to remove all the leaves by defoliating..... and wait for new flush of bright green leaves!
